Persons without a permanent residence
Persons who are eligible to vote and do not have a place of residence will only be entered in an electoral register if they apply to be added. If an eligible German voter who does not have an abode of his/her own but is otherwise habitually resident in the electoral area applies to be added to the electoral register, the municipality in which the application is submitted is responsible for making the entry in the register. The application must be filed by the twenty-first day before the election at the latest. The persons eligible to vote must be listed in the electoral register of the municipality until election day. Like all other persons who are eligible to vote, a person without a permanent residence who has been entered in the electoral register may also vote by postal ballot.
To prevent applicants without a permanent residence from being entered simultaneously in multiple electoral registers, information is exchanged electronically between the Federal Returning Officer and the relevant municipal authorities.
